25MW Proof of Concept

In Development2025–2026

The Stage 1 facility establishes AVTR's operational credibility, validates the Batam infrastructure thesis, and creates the physical and regulatory foundation for full-scale expansion.

Q3 2025

Site Acquisition & Permitting

Land acquisition in Batam Free Trade Zone. Environmental impact assessment and construction permits secured from BIDA (Batam Indonesia Free Zone Authority).

Q4 2025

Financial Close

Completion of Series A equity round and project finance facility. Anchor tenant LOIs executed with at least one hyperscaler or sovereign cloud provider.

Q1 2026

Civil & Structural Works

Foundation, structural steel, and building envelope construction. Dedicated 150kV substation construction commenced with PLN grid connection agreement.

Q2 2026

MEP & Cooling Installation

Mechanical, electrical, and plumbing fit-out. Direct liquid cooling CDU installation and commissioning. UPS and generator systems energised.

Q3 2026

Network & Fibre Commissioning

Subsea fibre cross-connects to Singapore activated. Carrier-neutral meet-me room operational. 100G backbone spine-leaf network live.

Q4 2026

First Customer Go-Live

Initial rack deployments for anchor tenant. Facility achieves ISO/IEC 27001 and Uptime Institute Tier III certification. Commercial operations declared.

200–250MW Full-Scale Campus

Planned2027–2029

Stage 2 transforms the POC into a hyperscaler-grade campus, leveraging the operational track record, regulatory relationships, and grid infrastructure established in Stage 1.

2027 H1

Campus Master Plan & Approvals

Full campus master plan approved by BIDA. Additional land parcels secured for phased hall construction. Grid capacity reservation with PLN for 250MW total load.

2027 H2

Series B Capital Raise

Institutional equity and infrastructure debt financing for Stage 2 construction. Target anchor commitments from sovereign wealth funds and infrastructure investment funds.

2028 H1

Hall 2 & 3 Construction

Two additional data halls bringing total IT load to 100MW. Shared campus infrastructure: central energy centre, campus spine network, and visitor/operations centre.

2028 H2

Renewable Energy Integration

Power Purchase Agreements with Riau Islands geothermal and hydro generators executed. On-site solar array commissioned. Campus achieves 100% renewable energy coverage.

2029 H1

Halls 4 & 5 — Full Capacity

Final two data halls commissioned, bringing campus to full 200–250MW IT load. Campus-wide liquid cooling network and shared CDU plant fully operational.

Hyperscaler Anchor Tenancy

Long-term capacity agreements with two or more hyperscalers or sovereign cloud providers. Campus achieves stabilised occupancy and target EBITDA margins.

AI Special Economic Zone

Vision2030+

Stage 3 is AVTR's long-horizon vision: a dedicated AI SEZ that transforms Batam into a sovereign AI infrastructure hub for Southeast Asia — combining compute, connectivity, talent, and regulatory frameworks in a single jurisdiction.

Sovereign AI Infrastructure Status

Formal designation as a national AI infrastructure asset by the Indonesian government, providing long-term regulatory certainty, preferential energy allocation, and sovereign-backed offtake agreements.

500MW+ Compute Campus

Expansion beyond the Stage 2 campus to 500MW+ of AI compute capacity across multiple data halls, supporting the largest frontier model training and inference workloads in the region.

AI Research & Innovation Hub

Co-location of AI research institutions, university partnerships, and startup incubators within the SEZ, creating a talent pipeline and innovation ecosystem anchored by the compute infrastructure.

Regional Interconnect Node

AVTR's SEZ becomes a neutral interconnect point for Southeast Asian AI infrastructure — connecting national AI clouds from Indonesia, Malaysia, Singapore, Thailand, and the Philippines via dedicated subsea fibre.
